Citizens ask the same questions day after day: what documents they need, what the hours are, where to pay fees, and how to make an appointment. An AI chatbot can answer all these questions at any time, drawing on the institution’s official documents, leaving staff with more time for the cases that truly require their attention.

For a public institution, however, the process of selecting a chatbot is governed by different rules than those for a private company: transparency toward citizens, data protection, accessibility for people with disabilities, and a fair procurement process. In this guide, we explain what a chatbot can do for an institution, what it should not do, what legal requirements matter, and how to purchase one.

In a nutshell

In 2026, city governments in Bucharest, Timișoara, Beclean, and Lumina launched AI assistants for citizens. This is no longer an experimental initiative.

A good chatbot for a government agency responds only based on official documents, cites the source, and directs citizens to the official channel when necessary.

Four requirements are non-negotiable: disclosure that it is AI (AI Act), data protection (GDPR), accessibility, and the ability to reach a human.

A subscription-based chatbot service can generally be purchased through a direct purchase on SEAP if the estimated value is below the legal threshold.

Would you like an AI chatbot on your website? The START plan includes a 15-day free trial. View prices and packages · Request a demo

What's Already Happening in Romania

In the first few months of 2026 alone, several public examples emerged:

Timișoara In February, it launched the „Timi” chatbot in beta. It answers questions about documents and procedures, schedules appointments, and handles complaints. Over a thousand people tested it in the first few hours, and the reported cost was 200,000 lei.

Sector 3 City Hall Since this spring, the Bucharest office has been using an AI assistant that answers customer service calls and explains the steps and documents required for each procedure.

Beclean City Hall In July, it launched an online assistant featuring a public chatbot, an internal help desk for employees, and a module that tracks available funding.

Lumina Commune (Constanța) also launched two virtual assistants in July, on its website and Facebook page. City Hall explicitly states that the assistants do not make administrative decisions and that a city employee takes over the conversation when necessary.

Blaj City Hall In August, it put out a call for bids for a digitization project worth over 1.8 million lei (excluding VAT), which includes a virtual assistant on the website, along with software robots for internal operations.

The examples illustrate two different approaches. Some institutions develop large-scale projects with many modules through a competitive bidding process. Others start with a single initiative—an assistant who answers citizens’ frequently asked questions, contracted as a service.

What a chatbot can do for a public institution

Most of the questions we receive by phone or at the service counter are repetitive. An AI assistant trained on the institution's documents can handle a large portion of them:

Practical information: hours of operation, addresses, phone numbers, and department-specific contact persons;

Documents and Procedures: what documents must be submitted to obtain a certificate, a permit, social assistance, or hospitalization, and in what order;

Fees and deadlines: what needs to be paid, where, by when, with a direct link to online payment where available;

forms: where to find the correct form and how to fill it out;

orientation: Which department or agency should a citizen go to if the issue does not fall under that agency's jurisdiction?.

The assistant is available at any time—including evenings and weekends—in Romanian and, if necessary, in other languages. For institutions in areas with minority communities or many foreign visitors, this is important.

What They Shouldn't Do

Equally important is what a chatbot in a public institution does not do:

He doesn't make decisions. It neither approves, rejects, nor evaluates applications. Any decision regarding a citizen is left to the civil servant.

It does not replace official channels. A petition, a request for public information, or an appeal should still be submitted through the channels provided by law. The chatbot can explain where and how to do so, but it is not an official registry.

Don't make things up. If the information is not available in the institution’s records, the assistant should state that and refer the person to someone else, rather than „guess” a plausible answer.

The last point is the most important. An incorrect answer regarding a deadline or a required document can cost a citizen time and money. That is why the chatbot’s architecture matters more than the „intelligence” of the model behind it.

Four Mandatory Requirements for an Institutional Chatbot

1. Transparency: Citizens must know that they are speaking with an AI

Starting August 2, 2026, the AI Act requires any AI system that interacts directly with people to disclose this fact no later than the first interaction. For an institution, this rule is also a matter of trust: citizens must be able to clearly distinguish between a response from an AI assistant and an official communication. We have explained the rules in detail in the guide The AI Act and Chatbots: What Romanian Companies Need to Do.

2. Data Protection: Where Do Conversations End Up?

People share personal information in chat: names, social security numbers, addresses, health issues, and social circumstances. The GDPR fully applies to these conversations. Before choosing a provider, the institution must determine:

In which country are the conversations processed and stored;

if the data is used to train other AI models;

how long they are retained and who has access to them;

What data processing agreement is signed (Article 28 of the GDPR)?.

For hospitals, social services agencies, or emergency services—where data is often sensitive—processing the data in Romania, or at least within the European Union, greatly simplifies discussions with the data protection officer.

3. Accessibility

Public institution websites must be accessible to people with disabilities, in accordance with Government Emergency Ordinance No. 112/2018, which transposes the European directive on the accessibility of public sector websites. The chat window is part of the website, so it must be usable via the keyboard, with screen readers, and with enlarged text. It is worth explicitly requesting this from the provider.

4. A Path to a Person

Whenever an assistant is unable to answer a question, they must provide the contact information for the appropriate department or arrange for another staff member to take over the conversation. The example from Lumina illustrates this principle exactly: the assistant provides information; the person makes the decision.

How a Public Institution Purchases a Chatbot

A purchase depends on the value and on what exactly is being bought.

Subscription service, low cost. A chatbot contracted as a monthly or annual service typically has a total value below the threshold for direct procurement. As of this writing, Law No. 98/2016 allows for the direct procurement of goods and services when the estimated value, excluding VAT, is less than 132,519 lei. The procurement can be made through the SEAP electronic catalog after the supplier publishes the offer. The thresholds are updated periodically, so the value must be verified at the time of procurement.

A large, multi-component project. When the chatbot is part of a broader digitization project (software robots, document management, integrations with other systems)—as is the case in Blaj—the value typically exceeds the threshold, and a competitive bidding process with specifications is required.

Regardless of the option, there are a few things worth including in the specifications or the order:

answers drawn exclusively from the institution's documents and web pages, with content updated periodically;

a welcome message that clearly states that it is an AI assistant;

data processing in Romania or the EU and a data processing agreement;

compliance with accessibility requirements;

receipt by a staff member or forwarding to the official contact information;

reports on frequently asked questions, which are useful for improving the information on the website;

a trial period before the public launch.

I've written extensively about how a chatbot's price is determined and what hidden costs are worth checking in How Much Will an AI Chatbot for a Website Cost in 2026?.

Do you work at a city hall, a hospital, or a government agency? Intel Logic chatbots respond only based on the institution's documents; they state in their first message that they are AI assistants and run on their own servers in Oradea, so the data remains in Romania. View the packages and try out the chatbot.

What the implementation looks like, step by step

Information Inventory. The website's pages, procedures, forms, lists of required documents, and answers to frequently asked questions—which civil servants are already providing—are being compiled.

Configuration. The assistant is trained using these documents, and the welcome message, tone, and contact information for follow-up are determined in consultation with the institution.

Internal test. A few officials ask the actual questions they receive every day and point out incomplete or unclear answers.

The Launch. The chatbot appears on the website and, optionally, on other channels, with a clear notice stating that it is an AI assistant.

Update. When a schedule, fee, or procedure changes, the information is also updated in the assistant. The questions it couldn't answer show what's missing from the website.

Intel Logic chatbots are already in use at public institutions and hospitals in Romania, including the Timiș Public Health Department, the Satu Mare General Directorate for Social Assistance and Child Protection, and the Piatra Neamț County Emergency Hospital.

Frequently Asked Questions

Can a chatbot give the wrong answer?

Any system can make mistakes. The risk is greatly reduced when the assistant responds only based on the institution’s official documents, clearly states when it doesn’t know an answer, and refers the user to a staff member. That is why internal testing before launch and content updates are essential.

Are chatbots replacing customer service representatives?

No. They handle repetitive questions—the ones with the same answer every time—and free up time for staff to focus on complicated cases. All the institutions in the examples above have made it clear that assistants do not replace staff.

What happens to the personal information shared in chat?

It depends on the provider. The institution must know where the conversations are processed, how long they are retained, and whether they are used to train other models, and these details must be included in the data processing agreement and the website’s privacy policy.

Should a bidding process be organized?

Not necessarily. A subscription-based chatbot service usually falls below the threshold for direct procurement and can be purchased through the SEAP e-catalog. For large, multi-component projects, a competitive bidding process is required.

Conclusion

For a public institution, an AI chatbot isn’t just a gimmick—it’s a way to respond more quickly to the questions citizens ask every day. It works well when it draws only on official sources, clearly states that it is an AI, protects data, and always provides a way to speak with a human. When these conditions are met, it can be launched quickly and without a costly project.

If you'd like to see what an assistant trained on your organization's documents would look like, Write to us.

This information is current as of the date of publication.
